The primary purpose of this position is to exercise second level supervisory and managerial authorities over the 47 FTW/MX. To serve the Director of Maintenance as primary advisor on all matters pertaining to second shift operations.

Plans, organizes, and oversees the second shift aircraft maintenance operations activities of the 47 FTW.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Directs the second shift aircraft maintenance operations program of the 47 FTW, Laughlin AFB, which involves management of a diverse work force supporting a monthly/weekly/daily flying schedule.
Coordinates with 47th Flying squadrons, and commanders on base to ensure logistical and facility maintenance supports the 47th Maintenance Directorate.
Ensures Wing and AETC flying and maintenance standards are met or exceeded. Determines and coordinates acquisition and use of money, manpower, equipment, and materials.
Identifies and analyses operational trends (positive and adverse) and forecasts requirements that could affect aircraft maintenance programs and implementation action to solve or resolve problems.
Prepares and reviews and evaluates reports, correspondence, and other written materials.
Acts as action officer for, and provides management solutions to, special projects assigned by senior management.

### Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 , or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to the Logistics; providing technical assistance to supervisor regarding duties; and preparing programs, policies, and activities regarding logistics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ( GS-11 ).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to supervise and manage a highly diversified subordinate work force consisting of approximately 100 highly skilled supervisory and non-supervisory personnel representing a wide array of aircraft maintenance occupational specialties in pay grades WG-07 to WS-10 without more than normal supervision. The extremely high operations flying tempo requires the ability to produce scheduled maintenance plans and training maintenance programs to integrate them with the sortie generation and unscheduled maintenance effort. The discipline and experience necessary to manage such a high operations tempo flight-line environment while executing the maintenance plans and schedules can only be gained from experience on a like of similar flight-line environment as characterized by operations associated with the T-1, T-6 and T-38 aircraft preferred. Experience in, and understanding of, high sortie maintenance concept/philosophy of balancing manpower, parts and equipment availability against established maintenance standards to ensure the maximum number of aircraft are serviceable at all times to meet the flying schedule is critical.
2. Expert technical knowledge, ability and experience in sortie generation as it pertains to fighter and/or trainer aircraft (T-1, T-6 and T-38 aircraft preferred in a high operations, fast paced environment is characterized by quick turnarounds in support of 150 - 255 sorties per day for the three types of aircraft (T-1, T-6 and T-38 aircraft) flying three different training programs. Expert knowledge of aircraft scheduling processes to include phase flow, Time Change Technical Orders (TCTO) and jet engines associated with the three aircraft.
3. Ability to manage and administer a multifaceted, high sortie environment on a real-time basis that includes, but is not limited to, flying operations (multiple flying training operations squadrons flying three different training programs), resource management (balancing approximately 200 aircraft and support equipment flying 150 - 255 sorties per day maintained by approximately 100 people in a wide array of aircraft maintenance skills to meet constantly changing maintenance requirements) and, a variety of miscellaneous priority requirements such as numerous flag officer flying requirements, special events, static displays, air shows, etc.
4. Comprehensive, detailed knowledge of scheduling practices and procedures involved in coordinating of weekly, monthly, and yearly flying and maintenance programs that enable incumbent to manage a work force that must react to a fast paced daily flying schedule that supports monthly average of between 150 and 255 sorties per day on one flight-line, involving three different types of aircraft, each flying a different training schedule and syllabus.
5. Ability to effectively communicate orally and legibly in writing. Ability to articulate assigned aircraft status in formal and informal daily and weekly maintenance meetings, covering such areas as command goals and standards, corrective actions to in-flight emergencies and other incidents, etc.
6. Knowledge of how support activities interact with a generation support type aircraft repair facility. Expert knowledge of general repair and maintenance requirements for T-1, T-6 and T-38 aircraft preferred and to include such areas as aircraft fuel systems, egress systems and relate electrical, mechanical and pneudraulic systems, communications/navigation systems and aircraft instruments.
7. Ability to analyze and evaluate new and dynamic situations and proposals and report findings of evaluation. Through knowledge of, and experience in, and ability to, implement and enforce safety requirements and environmental programs as described in applicable guidelines. 8. Expert knowledge and understanding of sortie generation as it pertains to repair of aircraft, aircraft maintenance policies, aircraft maintenance procedures, and aircraft availability. Knowledge of aircraft phase-maintenance flow of aircraft and engines; and expert skill in ensuring engine, aircraft, and component time-changes, mirror repair cycle schedules and sortie generation. Experience in sortie generation and repair and maintenance of the appropriate types of aircraft and associated equipment.?
